Forever 21, often known as FOREVER 21, is a fast fashion retailer based in Los Angeles, California. Do Won Chang and Jin Sook Chang, a husband and wife team from South Korea, launched the store in Los Angeles on April 16, 1984, under the name Fashion 21.  The store, which is still open and bears the chain’s original name, is located at 5637 N. Figueroa Street in the Highland Park neighbourhood of Los Angeles.  Designs resembling those seen in South Korea were supplied to and targeted at the Chinese market.

Forever 21 filed for Chapter 11 bankruptcy protection in September of this year. The company declared that it would stop operating in 40 countries and close the majority of its worldwide and 178 US stores, with the goal of giving mall operators and landlords a part in the company.  The company intends to shutter the majority of its locations in Asia and Europe in order to concentrate on its profitable core business.

Workers’ advocacy groups the Asian Pacific American Legal Center and the Garment Worker Center filed a complaint against Forever 21 in September 2001, accusing them of breaking labour regulations. They alleged that 19 contract employees were paid less than the minimum wage, that time cards were decreased, that workers who complained to the state were fired, and that the employee who filed the complaint was sacked.
